On the one hand, everything that happens to us is our karma, the consequences of past actions.
On the other hand, first free will, then action.
Someone stole and generated karma, so you can steal from him. But in order for someone to steal from him, there must first be a free will to steal?

By the way, it is interesting that action generates karma, actions according to karma generate the next karma - like dominoes. One stole, another stole from him, a third from the second, etc. It is easy to start the sequence, it is more difficult to stop it.

But it is more interesting to what extent actions and consequences coincide. Is it obligatory for a thief to be robbed, according to karma? Or can he sit in prison or pay off (for now we are not taking into account yogic methods of working with karma).
On the one hand, an action leads to the emergence of a law in the personal universe, if he stole, then the opportunity to steal from the thief appears. And how exactly should the consequences of one coincide with the actions of the other?

On the other hand, it is said that one can pay off with prana, as a universal currency.
Is there not a contradiction here?

And if first comes the expression of will, then the karma of one gives rise to the expression of will of another (who will steal from him) or waits until someone appears who has expressed the will to steal?
