It turned out that people are not ready for such weather conditions at all, cars are blocked by ice crusts and you can't get into them, a fallen tree blocked the entrance doors and you can't get out because of it, an umbrella won't save you from the rain, since the wind will blow away the umbrella and you too), here's the Krasnodar Territory, in the Urals there are strong winds, but there is no freezing rain, there are different weather conditions in each region of the country and you need to be prepared for them. It is very strange that the residents of the city are not ready for such cases.
